Where Do Taskbar App Icons Go When Space Runs Out on the Windows 11 Taskbar?

I keep a lot of app icons on my taskbar. When I use a monitor with low resolution, not all of the apps can fit on the visible taskbar. In windows 10 and below, I would be able to scroll down to see the missing icons. But in Windows 11, a dividing line appears after the last icon that fits, and only the icon of the active program appears. I have no idea how to access all the other icons that do not fit on the taskbar. I cannot find anything about this issue online, because I always find stuff about the "overflow menu" which is a completely different issue. I am talking about the regular taskbar
