Whenever i troubleshoot anything except windows update, it gives me an error that i need to download something.

Can someone help me out? Im trying to fix my bluetooth but cant trouble shoot it because of this error. it says It says This file does nto have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default apps settings page.
