When there is ReFS, Other windows says to format it

I have a Sandisk Cruzer Blade 16GB (Don't know windows says it is 14.32GB), It has the ReFS format, formatted in Windows 11 Pro (No TPM), i insert it to my Windows 10 Pro, windows says to format it, Why? More information: Got ReFS because USB formatted on Setup, Maybe windows says it has 14.32GB bacuse of RUFUS verison 3.22 portable.....
