When I try to access an excel file from an email attachment with a Power Automate flow, I receive the error, that the file is locked for shared use by

I'm using a power automate flow to create a file in SharePoint out of an excel attachment sent to my inbox. Whenever the flow attempts to create the file, I received the error shown in the image. I'm not sure if there's something I'm missing in the flow or of the file is just not accessible.
