When I press the power button my computer starts up, but then only shows a blacks screen. A blue loading circle appears where the mouse should be when

I have tried on ironically everything that I could’ve found on the Internet, and previous post about similar issues. Every single one of them has resulted in different situations or discontinued conversation. A prime example is that whenever I go into, try to go into safe mode, it doesn’t let me I do not have the option to go into safe mode. I’ve tried everything else multiple times, and do not have access to just a flash drive in another PC. I’m using a laptop so I can’t really take it apart or anything. I’ve been at this for hours.
