When I open win 11 i have one sign in screen, sign in and go to a second identical screen and sign in again. WHY?

This is redundant. I have one sign in screen and I enter the information/password then another sign in screen pops up and I have to sign in again. Why? And why do I need a pin for this computer when I already use a password to open the computer. It is not as though I am carrying around a PC and connecting to different networks.
