When I boot up into windows my keyboard and mouse don't work, however if i boot into bios both of my keyboard and mouse work. Are there any way to ret

I even tried booting that windows in a diffent device and it still had the same problem. I restarted multiple times via the power button on my computer and it sometimes boot up to a blue screen with the code 0xc0000098 and my keyboard and mouse work in the blue screen. It has a couple options in it such as recovery mode, however when I choose it, my computer restarts and goes back to the same blue screen. Are there any way that I can repair windows/retreive my files?
