When can I upgrade to Windows 11?

I have a HP Envy laptop, circa early 2020, running Windows 10. The PC Health Check app says it's suitable to upgrade to Windows 11 but Windows Update doesn't give me the option. Microsoft posts say I have to wait until it becomes available for my PC, but surely all PCs have been done by now?
