When a window is closed, the window behind it does NOT get focused

Take this scenario as an example:1. The current focused window is Microsoft Edge.2. I opened explorer. Now the focused window is the explorer.3. I closed the explorer. Now there is not a focused window. I think it should be Microsoft Edge but it isn't. (its titlebar is gray and I have to click on it before I continue typing)This is annoying. I remembered that in Windows 10 the mechanic isn't like this.
