What should I do about this? It's lieterally stuck un this state where it says "System updates are underway" for more then 5 hours

So I updated the System Updates now it restarted and it says the system updates are underway and it has been like that for more than 5 hours now it also doesn't have a spinning dot above it but it has a loading bar I also tried to shut it down by pressing and holding the power button but it won't shut down
