What is Windows Media Creation Tool Error 0x80070006 - 0x90018 and how do I fix it?

I am getting the error code 0x80070006 - 0x90018 when trying to use the Windows Media Creation too to create a bootable USB drive to do a fresh install of windows. What is causing this and how do I fix it?
