What is Error#: 0x8007043C

Upon installing SP3 and restart, i get stuck in rebooting, thus get this
error# when try to download the update in the safe mode.

Any solution?!!

Means: ERROR_NOT_SAFEBOOT_SERVICE.

Translation: You need a service which is not available in safe mode.
Windows Update will not run in safe mode.
