What good is airplane mode on the ground?

I recently waited 60 minutes and talked to a Verizon tech person who informed me that you are not getting on the internet without wifi being on. I am goggling all these articles that say just put airplane mode on and click off wifi. No way. So what is the value of airplane mode if it can't stand by itself?
