What does unable to open "C: \users\***\appdata\roaming\dll\config.json" on startup mean?

I installed Windows 11 recently and after a few days and some installations i made, i started seeing this message on a terminal "cmd" on startup. I tried to see all the startup software that would make this and i was unsuccessful in it.Here is the message that comes on startup always://[2023-05-25 06:47:49.276] unable to open "C:\Users\***\AppData\Roaming\Dll\config.json".
