What do i do if my laptop battery is capped at 9% while charging or its charging so slowly

Hello microsoft, I had this 4 year old laptop that currently right now im writing on and it cannot charge fast at all. I think that the battery is the problem or my charger but my charger is new but my battery isn't. It's an Acer Swift 1 2017 so its really really old. Im looking forward for an answer. Thank you.
