What causes the most recent stable build of Windows 11 to become stuck on the splash screen and refuse to boot from hibernation?

I am unable to boot from hibernate in the latest builds of Windows 11 official. The boot process gets stuck on the screen below. Additionally, I have identified another issue that may be related; Windows 11 takes a long time before rebooting or shutting down.
