What can I do to make a Windows Server 2022 system allow me to update rar files in folders inside C:Windows?

Hello,Today I discovered that I can no longer update rar files in folders inside C:\Windows using WinRAR. If I move the files involved (I mean the additional file to embed inside the rar and the rar archive) to another folder, the procedure works correctly.For example inside "c:\Windows\System32\WindowsPowerShell\v1.0\" is the file "profile.ps1". Every time I modify it I update a rar file (multiversion) called "profile.ps1.multiversion.rar" that is located in that same folder.
