What can cause constant restarts?

A power outage happened at my house suddenly, so no proper shutdown of computer. When I tried to start my computer, it powered up, and so did the keyboard. I have a lighted mouse. The optic turns on, but not the rest of the lights. No signal to monitor. Computer runs for a few seconds, then restarts, runs for a few seconds, then restarts. This is a fairly new system. Built May of last year. What is going on, and what can I do?
