What am I missing when registering for a developer account with a company?

I need to register an application with the MS Partner Center/Store for an application to use push notifications using WNS. My company set my work account up as a Developer, however I'm un-able to add the "Windows Program" in order to be able to register applications. Everything I've found says that the Windows Program can only be done with a personal oultook.com/live.com account. So, I created an outlook.com account and trying to add the "Windows Program" and set that personal account up as a "Company" account under my company.
