Weird issue with keyboard

Previously I had a lot of issues with my Laptop including usb slots not working a long with certain keys not functioning in certain scenarios. Eventually the "fix" to this was creating a new local user and using that instead. Now I am encountering a similar problem again after a few months. Specifically the "~" tilda key is not working. When i just press it nothing comes out, but if I hold the button it does start to make the letters come out. Weird enough when using the on screen keyboard, the same issue occurs.
