Web Cam picture blinks

I use a USB webcam on my Dell Windows10 computer. When I use the camera App once in a while [like every couple of minutes] the the screen blinks and about a third of the bottom of the screen becomes a colored box. This is not a lighting problem because this happens when I am using only daylight. It it not the camera itself because when I put it on another computer it works fine. The camera installs its own drivers when I plug it in so I can't change those. I set the computer power plan to maximum performance. I made sure that the camera cable is not near any power cables.
