We couldn't install Windows 11 - error 0x80070002 - 0x20007

I've repeatedly tried to install the Windows 11 2022 H2 version, but it keeps failing via Windows update. I've tried all of the usual solutions that people often reference - cleaning up the Software Distribution directory, running the Windows Update troubleshooter, running DISM & SFC. Several of the forums I've seen suggest that running the installer via the ISO download is bombproof.
