We are attempting to upgrade users' Windows Pro to Enterprise after upgrading their licenses to M365 E3, but cannot seem to complete activation. Help?

We are attempting to integrate all our global laptop/desktop assets into Microsoft Entra for better security and management. We recently upgraded any necessary users from an 0365 E3 license to an M365 E3 license to allow for use to complete this task. We were successfully able to update machines to Windows 11 Pro but when we try to upgrade from Pro to Enterprise (which comes with the new license) we are having trouble getting the upgrade activated (see image below).
