I just figured out how to fix this problem. (at least what was causing
my machine to do this)
I use media player classic and this is the application that was
causing it for me.
In the settings for media player classic I went to internal filters
and then "audio switcher".
There was a box checked called "regain volume". After un-checking it
and re-starting the program, the wav volume stayed in place when
opening the media player. I only tried this because I read the post
above. Thanks for the help guys.
