Was updating windows 11 and it was 96% done and the power went out, now the computer is unresponsive and won't let us do anything, is there a way to

Is there a way to fix computer after the power goes out during a system update and the computer is now unresponsive, it turns on but there is no access to the control panel or anything. Can't get into task manager and can't turn it off without unplugging it.
