Warning in event viewer saying "Custom dynamic link libraries are being loaded for every application" and a permission problem occuring randomly

The other weird thing I noticed is that this computer will randomly have weird permission errors such as not allowing me to access system restore and updating applications which are all met with an access is denied type of error. Restarting the computer seems to magically fix these errors but i'm curious as to why this is happening.
