Volume Muting Itself Once I reach level 9 and below

When I lower my volume level down, all of a sudden -- instead of playing the volume low -- in just mutes!I can -- at that point -- press the unmute button and it will play at that lower volume. Example: I'm playing media, I lower the volume to level 10, everything is fine. When I lower it to level 9, it mutes (showing the mute icon and playing now sound) and stays muted all the way at each step till level 0 and then will stay muted all the way up through level 9 and only make sound once it reaches level 10. At any point I can press the unmute button and it will play audio at that level. For ex
