Volume keys are no longer working. Bringing up Caret Browsing prompt instead.

When I ptress either of the volume keys, I get the following prompt. This was working before. No changes have been made to the computer. No updates or new applications. I left this laptop alone overnight, and this just started happening. What the [insert well known Anglo-Saxonism beginning with "F" here.]?!!
