Volume is very loud for less than a second and then goes back to the volume its supposed to be at. How do I fix this?

So, sometimes, after long periods of not playing any sort of audio, when I attempt to play audio again through my earphones, the volume will start very loud and then in less than a second, it'll be back to normal. I would like this problem to be resolved.

My Volume Mixer just ignores any volume mixing and only allows me to mute the entire computer. Is there a thing i can do to fix this?
