Voice to text not working

Entering Win+H brings up the voice-to-text prompt, but every time I get "You'll need the internet for this. It doesn't look like you're connected to the Internet. Check your connection and try again. 0x800704cf" However, internet is very definitely connected (I'm using it to type this). The microphone is definitely working (I have tested it with sound recorder). Speech Recognition in Privacy & Security Settings is turned on. I also created a new user to test if there's something wrong with the admin user; interestingly, the same error does not appear in the test user but voice to te
