Vista black screen with cursor. Safe mode not working. System restore stuck in finalising

After an update my laptop hangs on a black screen with just a cursor. I have tried everything I can think of, I need help.


I can't get in to any of the safe modes.


I can boot to recovery but system restore gets stuck in finalising.


Is there any way to force a clean boot via the recovery command line?
