Virus Scan Failed

Downloading files repeatedly gives error message "virus scan failed". I have uninstalled McAfee; changed the Download File options in Internet settings (per the Microsoft "more information" page); followed other advice about registry settings; read the questions on this community about "virus scan failed" all to no avail! How do I get past this problem?? Am running Windows 7 and have purchased Windows 10 but cannot download to commence installation. Desperate!
