virus scan failed...

I realize this question is well worn, but I still cannot download anything without getting the 'virus scan failed.I have done all the suggestions involving sfc scans, changing scanwithantivirus value to 1, and 0, and I still cannot download anything. Is there something else I can try? My system does not and has never had, mcafee. Thank you. Please, any help at all will help.
