I'll start by prefacing this post that I have done weeks of research on this. The problem is that embedded videos will not load. The loading circle spins and spins and nothing ever happens. I know this is an issue with IE because these videos do work in Chrome, FireFox and Edge. We're having this issue with IE 10 and IE 11. We don't use IE 8 or 9, therefore no testing has been done with those. We are able to recreate this issue on Windows 7, 8.1, and 10. There are plenty of posts out there that provide some steps that I consider a work-around, but not an actual fix. We are an hospital with approximately 4,000 - 5,000 users and telling them how to work around an issue doesn't go over so well.
I've tried all the basic troubleshooting: Windows updates, deleting browser history, verifying add-ons and updates (even reinstalling) shockwave & flash. The only suggestion that has worked for us is resetting Internet Explorer settings in the Advanced Tab of Internet Options. We have narrowed down that simply resetting the Internet Zone level to default (Medium-High) fixes the issue as well. Our current zone is set at "Custom" due to Group Policy settings.
Now, the extremely odd thing about this is that we can set each individual setting for the Internet Zone to match exactly to the Medium-High security zone, but that still does not work. It only seems to work if the security level is set explicitly to Medium-High (have not tested with any other levels.) Even setting the Internet Zone Template in Group Policy (User Configuration/Administrative Templates/Windows Components/Internet Explorer/Internet Control Panel/Security Page, Internet Zone Template and Locked-Down Internet Zone Template) to Medium-High still does not make the videos work. I've tried that GPO setting for both User Configuration and Computer Configuration. I have verified using gpresult that both polices were being applied. I attempted setting this policy with our current structure (all other polices being applied to the user and computer) and with blocking inheritance of other policies to just the user and computer testing with.
I'm absolutely baffled here. Has anyone experienced this issue themselves? Has anyone been able to fix it if they have? We cannot tell our users to reset their settings each time they need to a watch a video, and we can't recommend they use Chrome (many of our apps not supported by Chrome, don't work in Chrome, and currently unmanaged by GPO.) Anything else I should check?
