Vertical Taskbar (Windows 11)

I got an update with Windows 11. Reduced UI, no vertical taskbar, no full screen start menu.Microsoft managers telling this is so hard and challendging to do vertical taskbar. Just wonder if something MS developer can do for Windows 95..Windows 10 now seems impossible - does it mean that developers in the past were more smart ?
