Vendor Offer for Windows GGWA- WIN 11 PRO: Need Advice

I received an offer from a vendor in Egypt to purchase licenses for Windows GGWA- WIN 11 PRO. Is this license still available for sale? In my search, I found that the GGWA program is no longer available. I plan to use these licenses to upgrade some Windows 10 Pro PCs to Windows 11 and for fresh installations on some new PCs.
