VBScript / Classic ASP STOP does not kick in to Visual Studio 2019 on Windows Server 2016

I am trying to debug a legacy app written in Classic ASP running on a Windows 2016 server under IIS with Visual Studio 2019 installed on the server.The IIS web site is running its own Application Pool, not linked to any other web site. Server-side debugging has been enabled in IIS - ASP.Visual Studio has been started and linked to the W3WP.exe process for that Application Pool / Web Site but is not starting the debugger when the VBScript STOP command is reached in the page. Page execution continues, the STOP is ignored.Are there any settings that would cause the STOP to be ignored once Server-
