Using MS Photos to Process Scanned Photographs

I am planning to create several files of scanned photographs of various sizes and will store them in Pictures on my desktop. Many will not require any editing while some may need some simple editing. They are both black and white and in color. I have disabled One drive and would like to use MS Photos for editing. These pictures obviously don't have any embedded information, and when I do edit one I don't want Photos to move it somewhere else, and I assume it would allow me to go into an existing file to do any editing.
