User Profile Failed to Sign in

I have tried to boot my computer into safe mode (Startup settings>Restart>F5 and F4) and when I tried logging into my computer afterwards it gave me the same prompt "Wait two hours" or something along the lines of that. I have also tried factory resetting my computer but it didn't work. Any solutions?
