User Profile Cannot be Loaded

Recently I factory reset my PC and when I went to log back on a blue screen then popped up saying “User profile cannot be loaded” I believe i’ve tried just about everything and nothing is working. When I go into safe mode nothing comes up except a white blank screen and my cursor that flashes a loading icon next to my cursor. Anyone else have these problems or know what I should do next.
