USB problem

I have a USB and there is a weird file name WindowApps. When I check it, it keeps telling me that I need permission to check but I don't know how, the file is empty when I copy it to another drive. I try to delete but it keeps saying I need a permission to do that. Can anyone tell me what is the file and how to delete it?
