Usb install of windows 11 on a new computer stuck on a loop

I am installing a newly built computer with windows, using the default boot order from the motherboard. I have tried taking it out when it restarts first at 77%, but that just puts me back in the motherboard, like it didn't do anything. If I leave it in after the install, it just starts back at the beginning of the install, except for the fact that the disk has be formatted for what I will assume to be proper installation, but my only option is to start again after I clear the partitions. Boot order(from the motherboard setup) UEFI hard disk > UEFI CD/DVD > UEFI USB hard disk > UEFI U
