USB devices stay powered after shutdown — suddenly stopped after power outage

Who can answer my question? Every time I shut down my system, I noticed that the lights on my mouse and keyboard would stay on until I turned off the PSU, even though I had already disabled the "Wake on USB" setting in the BIOS. This behavior continued for a whole month — the lights would remain on unless I unplugged the power.But today, there was a power outage at my house. After the power came back on, I was able to use my computer without any issues.
