Usb devices don't work after I unplug and plug them back in

My hyperx pulsefire haste wireless and rk61 turn on (the rgb) when I plug them in but do absolutely nothing. When I restart my computer they start working again but if I unplug them and plug them back in they stop working again.I've already tried updating drivers, uninstalling usb devices, and my keyboard and mouse work fine on other devices.(my device is an acer nitro 5 AN515-55 and I'm using windows 11)

In Windows 11, any external storage device I plug in shows up as Unknown Device in Device Manager.
