Upgrading to Win 11 on new hardware

Most of our PC's do not meet Win 11 requirements. We will get new PC's. We want to pull the drives from old PC's running Win 10 and put into the new PC's and upgrade to Win 11, this way all apps, files and configurations are there. Is there going to be activation issues for windows on the new PC's? What is the best way to accomplish this. Thanks. Jeff
