Upgrade to Windows 10 on thrift store Dell Laptop

Hi I just grabbed an old Dell Laptop from a thrift store - not booting. Intel® Core™ i3-3110M CPU @ 2.40GHz × 48 GB MemoryMesa Intel® HD Graphics 4000 (IVB GT2)500 GB HDD64 BitLooked like a super cheap add on to put in the kitchen for music and youtubes etc. So - I grabbed the latest .iso from Microsoft and started a clean install. I suspected a boot sector corruption so during clean install I formatted the entire HDD. Everything went well. But it fails to activate ending with error code: 0xC004F213 and now error code: 0x803FA067. Tying into my Microsoft account doesn't help - as I am not the
