Updating certificate handling in Windows 7

I am trying to install a program downloaded from a website to my Windows 7 OS running as a virtual machine under Parallels Desktop 18 on a MacBook Pro.The program could not be downloaded using Chrome due to a Javascript Error. Therefore I tried Internet Explorer 8. IE first warned that the site was insecure (which Chrome did not) but I proceeded anyway and downloaded the setup.exe program without any other error shown. However, the setup.exe program failed to execute with the error "Setup has detected that the publisher of the file 'C:\Users.....[etc]' cannot be verified" etc.My tentative inte
