Update to Windows 11 24h2 Fails Ox800707E7 - Ox3000D The installation failed in the FIRST BOOT phase with an error during MIGRATE DATA operation

I have a 24H2 ISO and it fails to upgrade. DSM returns clean Scan file system and no errors. I have disabled Norton AV and Firewall and other services and still the upgrade fails.
