Update says I need to reinstall 11 to repair files, but sfc and DISM have said are ok

As in the title. This after I did a reset that appeared to go well after my "upgrade" from 10 to 11 decayed into frozen screens, etc. After the reset all was well until this message. I then ransfc /scannow , no integrity violationsand DISM /Online /cleanup-image /Restorehealth I would like to avoid a reinstallation if it is not really needed, but updates are blocked by the reinstall requirement.
