Uninstall crashes in Win 11

[Microsoft Windows]

MS Surface X with Win 11 (ARM). I have downloaded an App that I dont want (Filmora 14). Have tried uninstaller which crashes - "The code execution cannot proceed because VCRUNTIME140_1.dll was not found" message. Have tried lots of ways incl in Powershell, 3rd party app. I think the best thing is to reset or reinstall Win 11 but I dont want to lose Office 2019 and related files like outlook emails etc and reset does not give me a choice on what files to keep.
